The Role of HIRC

Our investment process is diligent in identifying and selecting only projects that meet the goals of the Regional Center and its investors. Each project is underwritten by our team of professionals who cross check each other’s recommendations. The HIRC is the general partner for each individual project with the investor taking the role of limited partner.  As the general partner, HIRC performs the following services for each project:

  • Determines that the proposed qualified investment meets the required investment criteria.
  • Verifies that proposed qualified investments meet the criteria for job creation through an economic study.
  • Recommends qualified investments to limited partners.
  • Is available to discuss investment projects in detail and answer questions from prospective and existing investors.
  • Provides comprehensive project and investment documentation to the immigrant investor’s attorney for the application.
  • Prepares detailed business plans and economic studies to satisfy USCIS EB-5 requirements.
  • Prepares all financial modeling (proformas, cash flow projections, etc.)

The day to day management of each limited partnership will be conducted by the general partner. The following are some of the duties and responsibilities of HIRC as general partner:

  • Monitor each project for financial performances and continuing qualification under the EB-5 program.
  • Prepare reports semi-annually to limited partners for each project.
  • Provide all evidentiary documentation to demonstrate that the investor has fulfilled all the requirements of the program.
  • Help prepare the application for the permanent green card on behalf of investor.
  • Maintain limited partners books and records.
  • Retain lawyers, auditors, and other professionals as may be required on behalf of the limited partnership
  • Call meetings of limited partners if necessary.

HIRC is dedicated to making the EB-5 process as smooth as possible. HIRC will work closely with the individual immigrant’s attorneys, consultants, and families to insure that all aspects of the project and investment are handled properly.
